XMLWriter (Reactive) OnCompleted pin doesn't really work

As the title says, once the OnCompleted pin reports “true”, it will never reset.
In this particular case I could work around it with the InProgress + TogEdge Down … in my other patch I discovered this bug, this doesn’t even work for some reason, while the file gets written correctly …
