Resample (Spreads) use resources even when input does not change

I have noticed that Resample (Spreads) use quite some resources even when the input is static.

shouldn’t it just use resources when the input changes?

I have just noticed same behavior in DynamicTexture (EX9.Texture Color)

This is experienced in beta27.2

I made a little patch to illustrate. I also noticed that the number of ticks show decrease significantly when a S+H node is placed immediately after the node using many ticks.
