Mouse or Cam Tracker Water effect

Hello I am new to the vvv world and I think it is the coolest thing but over the last 2 weeks i have been trying to get something like this (http://www.youtube.com/watch?v=aNz15Encc10) to work but have been
unable to do it the most I can do is have it ripple with with no interactivity.

Any information would be greatly appreciated.
