Old TV - IOR effect

Hi
how can I get an IOR translucency to imitate the edges of old B/W TVs ? It doesn t need to be really perfect, a workaround (read not too CPU/GPU) intensive will do

I typed in the search “OLD TV” and: old-tv-post-shader

M4D made one and posted it… it is a very nice effect.
